John Joyce: A Surprisingly Solid Conservative

We did a deep dive into Joyce’s voting record. It’s better than expected.

PushBack Endorses John Joyce

Joyce has proven himself a reliable conservative presence in Congress. His strong record in DC surprised us, not least because he rarely engages the media. He’s not only aligned with Trump’s GOP, but has quietly seated himself with the populist right on trade, immigration and social issues. His lifetime party unity rating is about 95%, but where he’s dissented from GOP leadership, it’s always from the right. He’s stayed clear of the H-1B lobby and opposed every continuing resolution and bloated omnibus bill. Joyce has been truly productive in Congress, sponsoring more than a dozen healthcare bills in the current session alone. Colleagues describe him as “unfailingly professional”. His office delivers outstanding constituent services. Not all of his DC efforts match the priorities of his voters. We’re still wary of his PAC-heavy donation roster and lobbyist ties. But overall, Joyce has delivered far beyond predictions and earns a thumbs-up from PushBack PA. See our methodology →

Social & Cultural Issues

Winning PA’s 13th Congressional District requires an unambiguously conservative stance on social issues. With Joyce, that stance appears genuine. He’s low profile and doesn’t use inflammatory rhetoric, but he’s supported every pro-family and pro-church effort in Congress. He’s voted to keep trans athletes out of women’s sports, opposed same-sex marriage, and backed the Protect Children’s Innocence Act (banning child gender-transition procedures). Strong on 2nd amendment issues, too, supporting interstate concealed carry, opposing federal background checks. Joyce’s record in this category warrants a perfect score.

Foreign Trade

At his election in 2018, some feared Joyce would be just another China trade neocon. He’s put those fears to rest, siding decisively with the sovereign trade wing of the party. In January 2026 he broke from GOP leadership twice in one day, voting Nay on renewing trade preferences for Africa and Haiti. In February he voted to keep Trump’s Canada tariffs in place when Democrats tried to kill them. In 2019, he voted against the Fairness for High-Skilled Immigrants Act, which sought to eliminate the numerical per-country caps on H-1Bs, supercharging Indian immigration. He voted for Trump’s NAFTA replacement, the USMCA, the same year. An excellent record overall.

Transparency

Joyce has proven more open and independent than expected, consistently advancing fiscal transparency. He still delivers occasional favors to traditional corporate interests, such as nixing California’s Clean Air Act federal waivers from the EPA. His PAC-heavy donation roster raises concern, but his vote to ban soda purchases in SNAP was a notable display of independence. Critically, he has opposed every bloated continuing resolution and omnibus bill since his election. He has also worked to restore a measure of transparency to the federal money flows into broadband infrastructure expansion. We wish Joyce were more visible generally, but his performance in this category warrants a satisfactory grade.

Healthcare

Joyce, an Altoona dermatologist, has brought some practical wisdom to the healthcare debate in DC. He’s been an advocate of incremental reform, not the sweeping changes PushBack would like to see, but he’s a positive influence on the Hill. His Medicare Advantage Improvement Act is patient-friendly and effectively targets prior-authorization abuses. A MAHA Caucus co-founder, he voted yes on banning soda purchases with food stamps (SNAP), despite PAC contributions and early political backing from Big Soda and confectionery interests. He’s pushed for expanded rural clinic funding, in keeping with the needs of his district.

Immigration

Joyce has been strong on border security and averse to expanding legal immigration. He voted Nay on stripping per-country green-card caps (a pro-H1B bill that passed the House 365–65 anyway), and Nay on Haiti temporary protected status. He voted for the Laken Riley Act, which requires ICE to detain illegal immigrants charged with theft, burglary, or assault. He also voted against the 2020 spending package that authorized a large supplemental H-2B guest-worker release. The one border-easing bill he supported was legal H-2A visas for the dairy farms that anchor his district, which died in committee. Border-first, skeptical of new legal inflows, practical where PA-13 agriculture needs seasonal labor.

DC Influence

A narrower, more selective dissent pattern than a standing holdout like Massie. Voted Nay on all 6 CR/omnibus spending bills identified this Congress, and against every foreign-aid bill in the International Affairs filter — including one from fellow Republican Michael McCaul.

Energy & Natural Resources

Votes with the GOP majority nearly across the board. His only dissents — Great Lakes restoration, PFAS research funding, marine debris cleanup — oppose federal grant reauthorizations generally, not a distinct PA-13 energy or water position.

Election Integrity

Voted with the majority Republican position at the time to object to certifying Arizona’s and Pennsylvania’s electoral votes on January 6–7, 2021, joining well over 100 fellow House Republicans on each objection. No subsequent vote or public statement has revisited the position.

Constituent Services

District offices in Altoona, State College, and Chambersburg field year-round constituent casework — Social Security, VA, and IRS assistance make up most routine requests. That casework is the least visible part of the job, but often the most consequential for individual constituents.
